What Is Title I?
A Parent's Guide
What is Title I?
Title I, Part A of the Elementary and Secondary Education Act (ESEA) provides financial assistance to states and school districts to meet the needs of educationally at-risk students. The goal of Title I is to provide extra instructional services and activities which support students identified as failing or most at risk of failing the state's challenging performance standards in mathematics, reading, and writing.
What will Title I do for my child?
The Title I program will provide your student with extra educational assistance beyond the regular classroom.
Which schools does Title I Serve?
The program serves students in elementary schools in District #228 who have demonstrated that extra assistance is needed. Title I also serves students who attend private schools.
How does our school receive Title I money?
First, the federal government provides funding to each state. Then, each State Educational Agency sends money to its school districts. How much money each school receives is determined by the number of low-income students attending that school. Finally, Title I schools:
* Identify the students at their school who need the most educational assistance based on the criteria that school has chosen. Students do NOT have to be from low-income families to receive Title I services
* Set goals for improving the skills of educationally disadvantaged students at their school.
* Measure student progress to determine the success of the Title I program for each student.
* Develop programs for each individual student in order to support/supplement regular classroom instruction.
What do Title I programs offer?
Title I programs generally offer:
* Smaller classes or special instructional spaces
* Additional teachers and aides
* Opportunities for professional development for school staff
* Extra time for teaching Title I students the skills they need
* A variety of supplementary teaching methods* Additional teaching materials which supplement a student's regular instruction
How can I get involved?
Parents, you can influence the success of your student in school more than any teacher or federal program. By becoming an active participant in the Title I parent involvement plan at your school, you will:
* Serve as a role model, showing your student that you support his/her education.
* Assure that you are aware of your student's educational progress; thereby demonstrating how important that progress is to you.
* Teach your student that your input at the school is appreciated and that you support its efforts.
What does research tell us?
Research shows that how well students do in school depends a great deal upon how much their parents get involved in their education. You can become more involved by:
* Joining local and national school/parent organizations
* Supporting school extra-curricular activities
* Volunteering at the school
* Attending parent-teacher conferences
* Communicating with your student's teacher regularly, by writing notes, telephoning the school, etc.
* Keeping your student's teacher informed about events in his or her life which may affect his/her performance at school
* Discussing with your student's teacher and parent organizations other ideas for parent involvement
Geneseo District #228: Districtwide Parental Involvement Policy
From the Parental Involvement: Title I, Part A Non-Regulatory Guidance (April 23, 2004)

PART I. GENERAL EXPECTATIONS
The Geneseo School District agrees to implement the following statutory requirements:
o The school district will put into operation programs, activities and procedures for the involvement of parents in all of its schools with Title I, Part A programs, consistent with section 1118 of the Elementary and Secondary Education Act (ESEA). Those programs, activities and procedures, including the process of school review and improvement under section 1116, will be planned and operated with meaningful consultation with parents of participating children.
o Consistent with section 1118, the school district will work with its schools to ensure that the required school-level parental involvement policies meet the requirements of section 1118(b) of the ESEA, and each include, as a component, a school-parent compact consistent with section 1118(d) of the ESEA.
o The school district will incorporate this districtwide parental involvement policy into its LEA plan developed under section 1112 of the ESEA.
o In carrying out the Title I, Part A parental involvement requirements, to the extent practicable, the school district and its schools will provide full opportunities for the participation of parents with limited English proficiency, parents with disabilities, and parents of migratory children, including providing information and school reports required under section 1111 of the ESEA in an understandable and uniform format and including alternative formats upon request and, to the extent practicable, in a language parents understand.
o If the LEA plan for Title I, Part A, developed under section 1112 of the ESEA, is not satisfactory to the parents of participating children, the school district will submit any parent comments with the plan when the school district submits the plan to the State Department of Education.
o The school district will involve the parents of children served in Title I, Part A schools in decisions about how the 1 percent of Title I, Part A funds reserved for parental involvement is spent, and will ensure that not less than 95 percent of the 1 percent reserved goes directly to the schools.
o The school district will provide such other reasonable support for parental involvement activities under section 1118 of the ESEA as the parents may request.
o The school district will be governed by the following statutory definition of parental involvement, and expects that its Title I schools will carry out programs, activities, and procedures in accordance with this definition:
Parental involvement means the participation of parents in regular, two-way, and meaningful communication involving student academic learning and other school activities, including ensuring-
(A) that parents play an integral role in assisting their child's learning;
(B) that parents are encouraged to be actively involved in their child's education at school;
(C) that parents are full partners in their child's education and are included, as appropriate, in decision-making and on advisory committees to assist in the education of their child;
(D) the carrying out of other activities, such as those described in section 1118 of the ESEA.
PART II. IMPLEMENT OF REQUIRED DISTRICTWIDE PARENTAL INVOLVEMENT POLICY COMPONENTS
1. The Geneseo School District will take the following actions to involve parents in the joint development of its district-wide parental involvement plan under section 1118 of the ESEA:
Parent representatives from each school will be invited to assist in revising the district wide Parental Involvement Policy as needed around the end of April beginning of May.
Provide all parents access to a copy of the school district/LEA Parent Involvement Policy each year
Include survey with the policy to obtain feedback from parents
2. The Geneseo School District will take the following actions to involve parents in the process of school review and improvement under section 1116 of the ESEA:
Implement recommendations by Parent Involvement Committee. (Representatives from each elementary including parents, teachers, and administration will serve on the committee)
Share Plan with District Parents
Complete review process annually with Parent Involvement Committee
3. The Geneseo School District will provide the following necessary coordination, technical assistance, and other support to assist Title I, Part A schools in planning and implementing effective parental involvement activities to improve student academic achievement and school performance:
Meetings between Invited Parents, Adminstration, and Staff to discuss effective teaching practices, tools and resources needed to increase student achievement. Discussion to include assessment data and results.
4. The Geneseo School District will coordinate and integrate parental involvement strategies in Part A with parental involvement strategies under the following other programs: Ladders to Learning.
Inviting program members to participate in parent night meetings held during the school year.
Conduct meetings involving parents and programs participants to discuss development and assessments needs of individual children.
5. The Geneseo School District will take the following actions to conduct, with the involvement of parents, an annual evaluation of the content and effectiveness of this parental involvement policy in improving the quality of its Title I, Part A schools. The evaluation will include identifying barriers to greater participation by parents in parental involvement activities. The school district will use the findings of the evaluation about its parental involvement policy and activities to design strategies for more effective parental involvement, and to revise, if necessary (and with the involvement of parents), its parental involvement policies.
Parent Surveys given in April.
Program/policy evaluation findings will be shared with parents via meetings and other means of communication to work collectively to update and improve policies as needed.
6. The Geneseo School District will build school and parent capacity for strong parental involvement, in order to ensure effective involvement of parents and to support a partnership among the school involved, parents, and the community to improve student academic achievement through the following activities specifically described below:
A. The school district will, with the assistance of its Title I, Part A schools, provide assistance to parents of children served by the school district or school, as appropriate, in understanding topics such as the following, by undertaking the actions described in this paragraph --
- the state's academic content standards,
- the state's student academic achievement standards,
- the state and local academic assessments including alternate assessments
- the requirements of Part A
- how to monitor their child's progress
- how to work with educators:
Personnel will attend state and local conferences to stay current on changing trends and assessment information.
Dissemination of assessment results
School-level workshops and meetings to discuss assessments as it relates to disadvantaged students.
Provide parents with websites specific to academic standards, assessments, NCLB, and Title I Part A.
Training and demonstration available to parents on how to access and use Skyward Family Access to monitor student progress
Parent Meetings and Conferences will be held at different times during the day.
B. The school district will, with the assistance of its schools, provide materials and training to help parents work with their children to improve their children's academic achievement, such as literacy training, and using technology, as appropriate, to foster parental involvement, by:
Parent involvement programs such as family reading nights, etc.
Further home assistance for struggling reading students.
Computer training as necessary to access Skyward Family Access student information system via the district website.
C. The school district will, with the assistance of its schools and parents, educate its teachers, pupil services personnel, principals and other staff, in how to reach out to, communicate with, and work with parents as equal partners in the value and utility of contributions of parents, and in how to implement and coordinate parent programs and build ties between parents and schools, through:
New Teacher Orientation
Teacher Mentoring Program
Individual School Faculty Meetings
Jointly with parents, review school-parent compact outlining how parents, the entire school staff, and students share in the responsibility for improved student achievement.
D The school district will, to the extent feasible and appropriate, coordinate and Integrate parental involvement programs and activities with Ladders to Learning by:
- Parents of whose children were or are currently enrolled in Ladders allowed to visit the school before the inception of school to ask questions and learn about the school
- Inviting program members to participate in parent night meetings held during the school year.
- Conducting meetings involving parents and programs participants to discuss development and assessment needs of individual children
E. The school district will take the following actions to ensure that information related to the school and parent-programs, meetings, and other activities is sent to the parents of participating children in an understandable and uniform format, including alternative formats upon request, and, to the extent practicable, in a language the parents can understand:
- Report Cards (local and state)
- District-Wide and individual school websites, blogs, and parent web pages
- Parent/Teacher Conferences
- Progress and Grading Reports
- Skyward Family Access via district website
- Assessment Results (AYP status, etc.)
- Emails, Mailings, and Newsletters
PART III. DISCRETIONARY DISTRICTWIDE PARENTAL INVOLVEMENT POLICY COMPONENTS
The Districtwide Parental Involvement Policy includes additional paragraphs listing and describing other discretionary activities that the school district, in consultation with its parents, chooses to undertake to build parents' capacity for involvement in the school and school system to support their children's academic achievement, such as the following discretionary activities listed under section 1118(e) of the ESEA:
- involving parents in the development of training for teachers, principals, and other educators to improve the effectiveness of that training;
- providing necessary literacy training for parents from Title I, Part A funds, if the school district has exhausted all other reasonably available sources of funding for that training;
- paying reasonable and necessary expenses associated with parental involvement activities, including transportation and child care costs, to enable parents to participate in school-related meetings and training sessions;
- training parents to enhance the involvement of other parents;
- arranging school meetings at a variety of times or conducting in- home conferences between teachers or other educators who work directly with participating children, arrange meetings with parents who are unable to attend conferences at school; in order to maximize parental involvement and participation in their children's education;
- adopting and implementing model approaches to improving parental involvement;
- establishing a districtwide parent advisory council to provide advice on all matters related to parental involvement in Title I, Part A programs;
- developing appropriate roles for community-based organizations and businesses, including faith-based organizations, in parental involvement activities.
PART IV. ADOPTION
This Districtwide Parental Involvement Policy has been developed jointly with, and agreed on with, parents of children participating in Title I, Part A programs, as evidenced by ______________________. This policy was adopted by the Geneseo School district #228 on _________ and will be in effect for the period of __________. From the Parental Involvement: Title I, Part A Non-Regulatory Guidance (April 23, 2004)

The Geneseo School District and the parents of the students participating in activities, services, and programs funded by Title I, Part A of the Elementary and Secondary Education Act (ESEA) (participating children), agree that this compact outlines how the parents, the entire school staff, and the students will share the responsibility for improved student academic achievement and the means by which the school and parents will build and develop a partnership that will help children achieve the State's high standards. This school-parent compact is in effect during the 2009-2010 school year.
REQUIRED SCHOOL-PARENT COMPACT PROVISIONS
School Responsibilities The Geneseo School District will:
1. Provide high-quality curriculum and instruction in a supportive and effective learning environment that enables the participating children to meet the State's student academic achievement standards as follows:
Provide researched-based curriculum and instruction
Highly qualified staff
2. Hold parent-teacher conferences (at least annually in elementary schools) during which this compact will be discussed as it relates to the individual child's achievement. Specifically, those conferences will be held
Parent/Teacher conferences will be held during the first semester with both classroom and title I teacher.
Additional conferences when requested
Progress Reports and Grading reports are available online through Skyward Family Access
3. Provide parents with frequent reports on their children's progress. Specifically, the school will provide reports as follows:
Report Cards and Progress Reports are sent home quarterly throughout the year
Phone or email contacts
Assessment data will be sent home periodically
Skyward Family Access online program to access student information including student progress.
4. Provide parents reasonable access to staff. Specifically, staff will be available for consultation with parents as follows:Parent/Teacher Conferences
Open House opportunities
Contact information will be provided via newsletters and websites. Teachers can also be contacted before/after school, through phone contact, email, Skyward Family Access, or by appointment.
5. Provide parents opportunities to volunteer and participate in their child's class and to observe classroom activities, as follows:
Open invitations to visit classrooms
Parents will be provided information regarding their child's schedule and opportunities for classroom involvement.
Parent Teacher Association meetings
We, as parents, will support our children's learning in the following ways:
- Monitoring attendance. o Ensuring that homework is completed.
- Monitoring amount of television children watch.
- Volunteering in child's classroom.
- Participating, as appropriate, in decisions relating to my child's education.
- Promoting positive use of my child's extracurricular time.
- Staying informed about my child's education and communicating with the school by promptly reading all notices from the school or the school district either received by my child or by mail and responding, as appropriate
- Serving, to the extent possible, on policy advisory groups, such as being the Title I, Part A parent representative on the school's School Improvement Team, the Title I Policy Advisory Committee, the District-wide Policy Advisory Council, the State's Committee of Practitioners, the School Support Team or other school advisory or policy groups.
